"The child poverty rate in Winnipeg was only slightly lower in 2004 than it was in 1989, when the House of Commons passed a unanimous resolution to end child poverty by 2000; during that period, Winnipeg had one of the three highest child poverty rates in the country every year. The poverty rate among children in Winnipeg is 22.6%. Almost 25% of all families living in poverty in Winnipeg are Aboriginal, though the Aboriginal population makes up approximately 8% of Winnipeg's total population. More than half of all lone-parent families in Winnipeg live in poverty and 33% of all low-income children live in female lone-parent families."
